    Pakistan has established a September 5 deadline for cryptocurrency platforms to join its new licensing system or stop operating in the country, marking a transition from general policy to active regulatory oversight.

    The Pakistan Virtual Assets Regulatory Authority (PVARA) launched its licensing portal on August 22, just one day after releasing its finalized virtual-asset service regulations.

    Bilal Bin Saqib, PVARA’s Chairman, said:

    “This market [previously] existed without a clear regulatory pathway. Today, that changes. We now have the rules, the regulator and the licensing framework to bring virtual assets into the formal economy, protect consumers and build the foundation for the next generation of financial infrastructure. Today we built the rules. Now we build the opportunity.”

    This deadline targets firms that were already active in Pakistan when the Virtual Assets Act went into effect on March 5. These companies must request a no-objection certificate (NOC), which acts as an initial regulatory green light to transition toward full licensing.

    Submitting a complete and timely application permits an existing provider to keep offering its services while PVARA evaluates the submission. However, the regulator reserves the right to place temporary restrictions on user onboarding, product offerings, transaction volumes, or custody practices during this period.

    Businesses that fail to submit their applications by the September 5 cutoff must halt their services. PVARA warned that continuing operations past this date without applying will be treated as a legal offense.

    Rather than implementing a blanket ban on cryptocurrency, these regulations establish a “comply-or-exit” system for exchanges, custody providers, and other digital-asset firms serving the Pakistani market.

    Under PVARA’s guidelines, a platform falls within this scope if it markets to or solicits clients in Pakistan, registers local users, or integrates Pakistani rupee payment systems. Conversely, simply having an active website or app accessible within the country does not trigger these requirements, provided the firm does not actively target Pakistani users and implements reasonable measures to block their registration.

    Securing an NOC does not equate to receiving a full virtual asset service provider license. Rather, it serves as a preliminary step, allowing the company to meet compliance standards and establish a local corporate entity before filing its final license application.

    Binance and HTX have already progressed past this initial stage, having secured their NOCs in December 2025. Thanks to the transitional provisions, both platforms are permitted to apply directly for full licensing without needing to obtain new preliminary approvals.

    Additionally, PVARA has introduced a regulatory sandbox for firms looking to test novel financial products, though participating in this program does not assure eventual licensing.

    For everyday users, the immediate consequences will hinge on whether their chosen platform participates in the regulatory framework. While the guidelines mandate that non-compliant firms halt covered services, they do not outline a standardized method for winding down trading operations, withdrawals, or custodial accounts.

    On the other hand, licensed operators are required to keep customer assets segregated, ensure they remain accessible for prompt retrieval, and maintain functional channels for withdrawals and claims if they undergo an orderly wind-down.

    Ultimately, the September 5 cutoff presents crypto companies operating in Pakistan with a straightforward decision: integrate into the formal regulatory environment or withdraw from the market entirely.
